Explanation (?):

The peer networking service provides Windows with the TCP/IP version 6 (IPv6) ability to identity seed servers so that workstations on the Internet can work as peers and maintain shared data. This service works in conjunction with the peer name resolution protocol service and as such this service should be set to the same state as the peer name resolution protocol service. If you wish to disable this service I would suggest uninstalling it from add / remove programs on the control rather than disabling its startup type.
